We need to think of a drastic solution to this violence, before it escalates any further. I propose; The Militia Legalisation Act This act will allow a governing body or a group of concerned citizens to raise a workers militia for the defence and safety of the region. The ability to raise militia will also be a right of any devolved state. I also propose; The Grand-Scale Devolution Act Any region that wants too can request devolved powers just like the three previously devolved regions. This will be the right for any region in Spain, central or outer. Unless otherwise stated, any request will automatically lead to devolution. And; The Moroccan Unity Act This act will give Morocco equal representation in the Cortes, just like any other Spanish region. They can, if desired take on a devolved stance and gain the right to raise militia. I also oppose both the removal of General Franco and Prime Minster Azana. What exactly is your proof of their corruption? All Cicero has said is that they are guilty, he hasn't actually provided anything of worth to substantiate this. If we are so desperately looking for fools and traitors, perhaps we need look no further then those who are jumping upon the nearest bandwagon with little to no reason. The PRD-F have been the only party to publicly take heed, both of the state of the navy and its vital contribution to the defense of the Republic; and to propose - at long last - that we start to take this Republic's most openly loyal armed force seriously. I fully endorse his two naval acts and call for the construction, or purchase, of a carrier as soon as possible so as to allow for greater co-ordination between the Republican Navy and our Air Force. Let General Franco first be investigated before any action is to take place. These accusations have no backing other than some hand written notes by General Serrano's "Secretary". Let the truth come to light when there is a fair, unbiased review of General Franco's actions. As for the acts, I must speak out against the legalization of militias. Do you not see the problems they are causing in Catalan? Do you not see the kidnappings caused by the left and right wing militias you want to legalize? Do you truly want to spread this chaos across all of Spain? Our very city streets will be the battleground for these bloodthirsty mobs! I have for years now begged for the help of the Cortes in combating this political violence, but my calls for more Police funding have fallen on deaf ears. I have managed to keep the countryside safe, but to fight the violence that plagues our cities we will need additional Police and Civil Guardsmen working in tandem to target groups that instigate and perpetrate violence irregardless of political affiliation. We will not disband our own military. Workers have a right to establish their own militias to defend themselves, especially against the threat of leftist corruption and terrorism. However, the "Militia Legalization Act" has the chance of creating a left-wing militia that will further left-wing criminal activity, and we must oppose left-wing crime. In addition, abolishing these militias will only drive legitimate individuals underground, and would turn these militias into "de facto" criminal syndicates. This will only add crime and increase political violence. I would prefer the legalization of the Blueshirts and the abolishment of the CNT. But that will not happen until this corrupt republic collapse. Until then...I propose a temporary solution to this crisis: the Militia Integration Act. Both the CNT Militias and the Blueshirts are integrated into the Police Force, and allowed to go on patrols with the Regular Police. Excluded from integration are those CNT Militiamen and Blueshirts who are accused of conducting crimes during the "Times of Troubles" by the neutral Judiciary. These crimianls will be disowned by the commanders of the CNT/Blueshirts and be tried and be arrested and tried for their actions. This should solve two problems at once: it will bring order to these militias and prevent political violence from happening happen, while redressing the so-called bias within the police force. As for Cicero, I do not trust a man that does not identify himself. I also do not trust a man that says pithy slogans and refuse to implement them. Even the leftists are more articulate than these 'Futurists'.

Fillipo Marinetti, writer of the "Futurist Manifesto," which is now part of our school curriculum, co-wrote the "Fascist Manifesto" in 1919. merged the Partito Politico Futurista with the fascist movement in Italy. He has been a constant toady to Mussolini and his main complaint is that Mussolini has not adopted Futurism as the state art. To go beyond the personally odious character of the Futurist leaders they are following in all basic sociological and ideological ways the path of Italian and German fascism. They are appealing to the petty-bourgeoisie to revitalize the nation by fighting both the big capitalists and the communists. They propose a "third way" with appeals to national identity and religion. In short they are enemies of the international working class who seek to subordinate Spain to the big bourgeoisie by rallying the people around token ideological opposition while leaving the economic relationships of oppression intact.

Hm. In light of the new evidence, I must renounce my support of and alliance with the Futurists. Their stated freedom from ideology is in doubt, and must be proven. It is early to suggest removing them from office, however, because their evidence of General Franco's treachery is worthy of investigation, and a sure step toward a better Spain if it is true. I support removing General Franco from his position while the investigation takes place.

I, Onésimo Redondo Ortega, speaking in personal capacity, endorse Azaña's martial law proposal and have ordered the Blueshirts to cooperate with the military during this period. I am speaking in personal capacity because the Juntas de Ofensiva Nacional-Sindicalista is actually much less trusting of the martial law than I am. They are afraid that the Blueshirts may be unfairly targeted or that the martial law will not prevent political violence by the CNT militias. The Juntas will take a wait-and-see approach...and, as Azaña has not adequately proven his competence in governing as of yet, this may very well be a wise course of action. But I am an optimistic man.

So let me get this out of the way first. Ministry of Justice posted:Official Findings of the Ministry of Justice: With that said, I must say that this will be my last term as Minister of Justice. I am announcing my resignation, and my withdrawal of the Radical Republican Party's support for the current government. My party and I will stand now firmly in the opposition. I just do not believe that my place is with the ruling coalition or the cabinet anymore, and I do not believe that they have the ability to properly function any more. It should be plainly obvious that things are a mess right now. Even half a year ago I was very worried, and things have gotten much worse since then. Since a lot of things have happened, I will address each topic individually. The National Agriculture Advancement Act I must firmly oppose any acceleration of land reform, especially at a time like this. Even in the most ideal of circumstances, land reform is something that would have to be approached with the utmost of caution and restraint. I see none in this act. Accusations against Franco and Azaña During and before my time as Minister of Justice, I always emphasized one thing. Proof of guilt is absolutely necessary before we act upon our suspicions, and we have not seen any so far. While the records presented by the Air Force General are damning, we cannot call it proof unless independently verified. If we want to take any action, we must fully investigate this and eliminate even the merest shadow of doubt. Acting now is foolish and premature. The Militia Legalisation Act This just will not actually solve anything. We do not need armed vigilantes, we need a strong and effective police force. Militias are the problem right now, and legalizing them won't make things better. As we speak, the anarchists and fascists are spilling blood in the streets. The Grand-Scale Devolution Act Now is just not the time for more devolution, especially on a scale like this. People now are starting to equate it with the place were it started: Catalonia. While we do not want to be unfair to the regional people, this is a time where we need to focus on stability. For that, we need a strong central government. The Moroccan Unity Act Similarly, I do not think it is the time for this. We just have other things we need to worry about right now, and this may cause problems at a very bad time. I understand that you do not want to the momentum of reform to stop, but you just to remember that the government can only effectively do so many things at once. They are not trained in the ways of the law, and more importantly have too many local ties to their brethren to remain free of partisan relationships and corruption. Even with police overseers, El Director could not trust them to be effective, and this would drive down police efficiency in these regions. It would also open the door to civil rights abuses, as untrained militia take the law into their own hands without understanding of the nuances of our laws. El Director has no concerns if said militias were to be integrated into the military (but not the civil guard, which is an elite unit, and also shares law enforcement responsibilities.) But that is a matter for the military to decide.

To wit, they deny the class struggle and claim that all we need to do is pretend that the Spanish peasant making a couple pesetas a day has the same interests as the landlord who owns half a province. The Futuristics call for labor rights but deny the workers any means of securing them. They treat liberation as something to be handed down to the workers as scraps from the capitalists' table. In short they demand an armed bourgeoisie and a subservient working class. Every worker and peasant knows that there can be no social equality without the democratization of force. In opposition to the sharp rightward swing of the cabinet, epitomized by the anti-democratic manner in which cabinet members have adopted a program that was never put to a vote of the people, including turning our soldiers' guns on Spanish citizens!, I declare a new coalition that will stand in the next election. The right wing and probably royalist army! If this isn't an attempt to prepare for a civil war or coup than I don't know what is. Until such a time that the accusations against General Franco can be investigated by a competent government, no military transfers will take place between Morocco and the mainland. I am hereby declaring a blockade of Morocco, and implore the Parliament to post-hoc authorize such action. If Franco and his puppet Prime Minister wish to invade lefitst Spain under the guise of Martial Law, with the intention of taking over this Republic and installing a military dictatorship, than they shall find such a maneuverer difficult to impossible. ¡No pasarán!

As a man of honor, however, I offer that if General Franco truly wishes to show that he is no threat to the Republic, I would invite him to travel to Illa de Cabrera, a small and uninhabited island in the Balearics. There he and I, alone, will both await the next election and allow the Ministry of Justice to carry out an impartial review of both of our conduct regarding the Military Promotions Scandal.

The ridiculousness of this charge is only outdone by this very proposal. Apparently the navy and air force are deathly afraid of a mere 22k men. This interference into the politics of our nation by the highest military leaders has become unbearable!

Martial law has been legally declared in Catalonia because the violence by private groups has gotten out of control and the police are unable to restore order. When nearly the entire Parliament demands you step down and call elections after it is found that you have aided a traitor by giving him command of the entire army (which he then begins to purge of loyalists), and you respond by telling that same general to send troops to Catalonia and declare Marital Law there... well the fact that that doesn't bother you is sign enough of where your loyalties lie. ------------------------------------------------------------------------------------------------------------------------------------- General Francisco Franco, I am acting under the Constitution - which guarantees the people of Catalonia civil rights and states that when the Prime Minister's party is in the minority and the vast majority of Parliament calls for him to step down and for an election, he is not entitled to go on acting as if nothing has happened and unilaterally order the violation of those civil rights - and request your cooperation. For the good of Spain I ask that you order your army to cease its activities and step down until the election is complete.
