Many discouraged me from reinstating the Parliaments, but I did this anyway because that was what the people of France wished. It is clear right now this was a serious mistake. The Jacobins did not need a King, they wanted a puppet and a scapegoat. Some of my ministers, the ones of Republican pedigree, repeatedly disobeyed me or did everything in their power to undermine my work. The commander of National Guard threatened me with mutiny - first time because I couldn't bring myself to seize the property of my own brother, second time when I wouldn't give him permission to slaughter the people who loved me. They demanded me to uphold my part of the truce, but never intended to abide by them themselves.

Finally, they have shown their true colors. Today, the National Guard invaded Toulleries, slaughtering my servants and guards. They chased out my wife, wounded and scared, from the palace. They proclaimed me no longer their King, placing a more dependable puppet on my place. All the wars I worked so hard to prevent, they have fomented again. They attacked people of Brittany, letting the Cambions do as they please with the northern French villages.

I have no good news to you. Robespierre, Lafayette and their figurehead will inevitably betray you, as they did with everyone who trusted them. They will rather ruin the whole country, than let it be a bit less "progressive" than they would wish. They will take your food away, "redistribute" it among their cronies and starve out anyone who's not with them. They will cause even more wars and force you to fight them, sitting safely in Paris and writing pamphlets. They will embarass France repeatedly in the eyes of other nations, making it an object of ridicule and a pariah. Then, when you have enough of their abominable reign, they will tell you it is your fault for not being revolutionary enough.

Your only hope is to starve the beast before it consumes you. Stop paying taxes, as they will strengthen it even more. Do not fight their wars for them. Leave organizations they have created to oppress you, like the National Guard.

As for me, I will be still there, helping you in whatever way I can. I have not given up on you and I never will, until I draw my last breath.

To my Army, Do not be swayed by the words of the pretender kings Robespierre and Lafayette. Their only wishes are to see France in ruin its people divided those who disagree with them put down like dogs.

This is not a fight against Paris, this is a fight against tyrants hiding as Republicans. They hide and mock the rest of France while it burns under the terror of the maniac De Sade. Father de Roux, last time I checked, the Enragés were openly calling for an end to the state, the abolition of private property, and the deaths of most people who were not one of their elect few. While I appreciate your republican sentiments, it's hard to believe that you are interested in contributing to the political process now.

Furthermore, I reject and denounce the notion that this is anywhere near an absolute monarchy. As stated upon numerous occasions, the Legislative Assembly will be reconvened as soon as the state of siege is lifted, without any further delay. In the interim, I invite the representatives of the people to correspond with me via post, so that the most effective measures can be implemented without delay.

If you're asking for proof that I'm conducting business by mail, what proof is there but a copy of all the letters I receive? Warm tidings to you, friends. Though I'm truly saddened by the state of France's government and armed forces, it gives me great hope to know that the finest minds and hearts of this nation are working diligently towards a settlement that will return peace, justice, and prosperity back to us.

I will make this brief, as I'm sure you all have pressing duties: the Army of the Rhine remains neutral in this conflict. My men and I are charged with defending France's eastern border, and even as I put ink to paper the menace of Prussia and Austria grow. They look upon the chaos in Paris as vultures look upon an injured stag, their Germanic lust for bloodshed growing as they perceive France slowly weakening.

But France is not yet so weak as to not defend herself! This is where I must ask your aid. My army will defend the banks of the Rhine to the last, but I need more volunteers. This morning I have dispatched riders throughout Alsace to call upon whoever is able to join me at the Grand Camp in Strasbourg. I humbly request whatever forces you can spare for my defenses here, no matter how slight.

This is much to ask of a leader, especially when your own struggles are so important. I can only hope to remind you all that no matter what kind of France you seek to build, none of your ambitions will come to fruition should a foreign power conquer this nation before she achieves her potential.

I put forward the following emergency legislation for the transitional government to immediately implement:

The Emergency Emigre Act: As the emigres and their allies openly prepare to wage open and bloody war against France, we have no other choice but to implement harsh measures against them and any others who would flee their country. All emigres, if caught by the French authorities, will be condemned to 20 years in prison as a minimum.
