Treaty of Washington, 1865



  • The State of Maryland shall have the right to choose independence, membership in the CSA or USA, or to be partitioned among the two.
  • Kentucky shall be a Confederate state, excepting a small portion of land in Northern Kentucky, which shall be a joint-occupied neutral zone.
  • Missouri shall be partitioned among a CSA area and a USA area. The partitioning line shall be the Missouri River.
  • The extreme southern portion of Illinois shall become a joint-occupied neutral zone.
  • The District of Columbia shall be leased to the USA from the CSA for 10 years, at the conclusion of which the District will revert to the CSA.
  • The Territories of New Mexico and Arizona shall be ceded to the CSA by 1 Jan 1866.
  • The Territory of Utah shall remain in the USA, and signing parties are forbidden to establish diplomatic relations with Deseret for a period of 10 years.
  • The northern third of Maine and the City of Buffalo, NY shall be ceded to the United Kingdom.
  • The Empire of France shall receive a port in the Territory of Washington.
  • Slave states in the USA will not be forced to abolish slavery for at least 15 years.
  • Fugitive slaves that escaped during the war will not be returned to Confederate slaveholders buy any future fugitive slaves must be returned.
  • All sovereign territory must be vacated by 1 Jan 1866.
  • The State of California is sovereign U.S. territory and the State of Southern California will cease to exist as of 1 June 1866.
  • The Free City of New York is independent and neutral.
  • This treaty was signed by representatives of the United States of America, the Confederate States of America, the State of Maryland, the Empire of France, the United Kingdom of Great Britain and Ireland, the Free City of New York, and Empire of Brazil.
