Executive Ops is the PMC (Private Military Company) that the hero is working for. They are based out of St. Petersburg, Russian and deal with gray contracts. They shun publicity, allowing the proper authorities to hog the glory while they receive monetary compensation.
There are four playable characters (one is unlocked by 100% completion of missions). Player character lines are rather limited, given their prominence in the game. Some interactive responses with the faction leaders, a little banter with Tech and some combat sounds and grunts. Tech provdes the majority of the lines in the game, acting as a voice in the player's ear.
Background: Chris Jacobs is buff and intimidating, and definitely urban, but he's not a "gangsta" merc. He was a member of Delta Force, so he’s very smart and disciplined. We'd like to avoid the smart-ass black hero cliché. He is “angry” though— he left the service because he was frustrated about politics and poor intelligence leading to the death of his comrades. (Delta Force has had a mixed history of success.) He’s gone lone wolf in the truest sense of the phrase. Description: A strongly built man of mixed African & Korean ancestry. Of all the characters, Jacobs is the most like a ronin. He was a top notch, disciplined soldier but events outside of his control have changed his view. Now he’s world weary. This guy is like Toshiro Mifune’s Yojimbo character. Voice Guide: Jacobs doesn't talk too much while he’s on the job; he’s trained for stealth and speed, not eloquence. When he’s interacting with the military machine he’s clear and commanding. He absolutely does not use slang when calling for support, talking to officers, etc. Miscommunication kills people. When dealing with NPCs he acts like a soldier; respectful to high-ranking officials and polite to everybody else. He’s probably the most casual with the Russian Mafia faction leader and refers to him as “Chief” but they’re not friends by any means. He isn’t here to make friends; he’s here to do a job. Avery Brooks’ character in The Big Hit is a little too cultured (our hero wasn’t trained for the theatre) but his voice has the right timbre. It’s been a while since I’ve seen either movie, but I think that Ving Rhames’ characters from Mission Impossible and Entrapment also fit the bill. (Marsellus Wallace from Pulp Fiction talks way too slowly.) Phil Lamarr has a lot of range as a voice actor, his voice as John Stewart in the Justice League would be appropriate. Note:it would be a plus if this VO could speak Korean, but it is not necessary for the part. Korean speech is subtitled while the player is controlling Jacobs. |
Background: Mui is a highly skilled and trained operative. As a member of MI6 she was trained to go deep cover and work within large operations. She decides to strike out on her own after being sidelined by her superiors for not being a team player. Description: Mui was born in Hong Kong during British rule. She is a citizen of the UK, but is of Chinese descent and appearance. She is attentive and professional at all times. She's the type to do her homework more than any of the other heroes. Voice Guide: Speaks with a British accent. Mui should be confident, smart and sarcastic. Of all the heroes, she is most familiar with espionage and the information that Tech traffics in. She responds to Tech as a peer. Note:it would be a plus if this VO could speak Chinese, but it is not necessary for the part. Korean speech is subtitled while the player is controlling Mui.

Background: The Swede is cocky and talkative. He became a merc so he could take part in some real action; with the collapse of the Soviet Union the chances of Sweden going to war are pretty nil. He was a bit of head cracker and a street fighter, but only as a mercenary has he done what he’s trained for. The Swede is the thrill seeker. He gets off on the thrill of being a merc more than any of the other characters. To make him stand out from the American, we should avoid gruff and go for a little more “cocky joker.” Description: A tall, wiry blonde man of Swedish desent. He is wiry and quick, and is rarely still. Nilsson has more pronounced fidgets than the other heroes. Voice Guide: Cocky and aggressive, speaks with a Swedish accent. Nilsson speaks faster than the other characters. Note:it would be a plus if this VO could speak Russian, but it is not necessary for the part. Korean speech is subtitled while the player is controlling Nilsson.

Background: Indiana Jones. Character unlocks when the player achieves 100% mission completion. Description: Indiana Jones Voice Guide: Indiana Jones Note: All foreign language speech is subtitled while the player is controlling Nilsson. He's a world reknowned archaeologist and a master of several languages.

Background: Fiona Taylor is the Prokat technical officer assigned to the hero at the beginning of the game. She is the hero's point of contact ot the outside world, using her almost unnnatural intuition to sift through an array of data. Taylor is an experienced "agent runner," she can put even the toughest mercenaries in their place. She mustered out of the Royal Australian Navy as a Lieutenant, specializing in submarine electronics warfare (the Royal Australian Navy, unlike the US, allows women into submarine crews). Subsequently, she worked as an operative for the ASIS (Australian Secret Intelligence Service). It's only recent that she went to the private industry. She's been with Executive Ops for about a year. Description: Confident and mature. Late 20's, 5'10." Athletic build, fair complexion with short blond hair worn in a style representative of her time in the Royal Australian Navy. Voice Guide: Taylor speaks with an Australian accent. She speaks very clearly, making sure to enunciate every word. Taylor is cool under pressure. In fact the hotter the situation gets the cooler and more focused her behavior becomes.

The Allies are members of the United Nations Task Force assigned with securing the WMD of North Korea, tracking down the Deck of 52 and bringing NK to a state of stability. Allied forces are dominated by Americans, especially on the ground. The Allied forces have also been stymied by the resilience of the North Koreans under Song and the independent agendas of China and South Korea.
Allied Leader : Colonel Samuel Garrett
Background: Calm, collected, and very stressed about the huge mess that he's in charge of. Views the hero as a necessary evil; if Congress would let him, he'd have the Deck dead or captured inside of 30 days, but it wouldn't be pretty and Congress wants to keep things pretty. (Note—he’s not bitter about Congress wanting things pretty. It’s not his job to be bitter. His job is to do what his boss—the United States government—tells him to do.) He doesn't particularly care which faction wins in the end, so long as the Deck is eliminated. Description: African-american, he appears to be in his mid-50s. Athletic build with graying hair. He wears a clean field uniform. Colonel Garrett is an experienced and charismatic commander Voice Guide: Garrett has a commanding voice and an amiable personality, but he remains a professional. He will grow to respect the hero over the course of the game, eventually being friendly to him. Samuel Shepard's character from Black Hawk Down is a good example of the tone we would like. |
UN Starter: Major Howard Stevens
Background: Major Howard Stevens is Garrett's executive officer. Description: He appears to be in his mid-40s. Athletic build. He wears a field uniform. Stevens has served under Garret for almost his entire career. They are quite good friends and it shows in their dialog. Voice Guide: Stevens is a bit surlier than his commanding officer, but is still amiable. He and the Colonel will makre inside jokes and references to each other. The Chinese have sent in their own forces to counter the American bias of the United Nations task force. While the Chinese forces are, strictly speaking, part of the UN Task Force they operate on their own and pursue a wholly Sino-centric agenda. Their desire is to create a state friendly to China from the remnants of North Korea. The South Korean forces are their foil, and by the end of the game become an outright enemy.
Background: Nearly the polar opposite of the Mafia faction leader, the Chinese FL is utterly cold and professional. China does not want an American puppet on its borders, but they're not willing to start a war with the United Nations over Korea. They want to make sure the new government is one that they approve of. The Chinese faction leader is a seasoned espionage agent and a high ranking military official. He is a stolid party member but he also recognizes the weaknesses of his own government. He views the player as he does any foreign agent--useful if controlled, but not to be trusted. Description: He appears to be in his mid-50s. Average build with graying hair and glasses. He wears a clean dress uniform. Voice Guide: Peng speaks crisp English with no real accent—it’s his job to come from nowhere. He restrains his emotions when he speaks, almost like a Vulcan from Star Trek. Again, he views the player as he does any foreign agent--useful if controlled, but not to be trusted. VO will need to speak Chinese. |
Chinese Starter: Captain Kai Leu
Background: Captain Kai Leu is Colonel Peng's executive officer. Leu has served under Peng for a number of years. Peng has a degree of fatherly affection for Leu, although he rarely shows it given his cold personality. Description: He appears to be in his mid-30s. Average build. He wears a field uniform. He is very subservient to Colonel Peng, he allows Peng to interrupt his lines. Voice Guide: Leu's English is excellent, although he does have a slight accent. Leu attempts to emulate his mentor, but is more likely to let his emotions show. He doesn't have Peng's poker face. VO will need to speak Chinese. |

Background: The mafia faction leader is a young Russian punk (late 20s), a post-glasnost thug looking to make a name for himself away from the established godfathers. His father is a powerful ex-KGB crimelord from Moscow. He is desperate to prove that he's smarter, tougher, and better than everybody else out there. He speaks English with a marked Russian accent and alternates between trying to play Mr. Cool and becoming very emotional when he is riled or excited. He's enjoys showing off his latest toys, girls, drugs, and cash. Sergei becomes more unstable and paranoid in the second half of the game. By Chapter 4 he views the player as a threat and backstabs him. This becomes the impetus for Josef's coup. Description: He appears to be in his mid-20s. Eurotrash. Voice Guide: He speaks English with a marked Russian accent and alternates between trying to play Mr. Cool and becoming very emotional when he is riled or excited. |
Background: Josef is an old Russian veteran. Former KGB, with a lifetime of experience in espionage and crime. He has been sent to North Korea with Sergei as an assistant. In reality, he has been sent by agents in the Mafia to keep an eye on Voronov. Josef is adept in the politics of the Russian mafia. Josef has his own agenda that becomes apparent in the second half of the game. As Sergei becomes more and more unstable in Chapter 4, Josef makes his move and becomes the faction leader for the Mafia. Josef gives the player the second and third missions in that chapter. Description: He appears to be in his mid-40s. Athletic build. He wears a business suit with visible gun holsters. Josef acts as a controlling factor for Sergei. He calms Sergei down when he gets out of control. Voice Guide: Josef has a pronounced accent, but is very intelligent. Josef is almost always restrained, although he still shows emotion. He just avoids getting "hot" when he's mad. |

The South Koreans are, officially, members of the Union for the Reunification of the Korean Peninsula. Unoficially, they are the arm of the CIA in the Second Korean War.
SK Union Leader: Special Agent Mitchell Buford
Background: The Union faction leader is an American, a burnt-out CIA agent who has been working in the field for way too long. He's determined to "get it right" this time and establish a strong pro-American democracy in a unified Korea. He sees Korea as the gateway to bringing democracy to China, and he still harbors an old-fashioned hatred of communism and Red China. He adores the hero because he's "one of the good guys" and is happy to share what Western comforts he has. (Mostly alcohol.) Description: I'd put him in the same neighborhood as Joe Don Baker's CIA agent from the Bond films, but with a serious dash of cold war paranoia. Very slight Virginia accent, late 30s/early 40s. An important thing to note is that, despite his unprofessional exterior, Buford is well versed in the "game." He's extremely intelligent and experienced. Voice Guide: Very slight Virginia accent. Jovial attitude. Likes to use innuendo and "buddy buddy" speech with the hero. The VO will need to speak Korean. |
SK Union Starter: Lieutenant Young Kim
Background: Lieutenant Kim is Buford's executive officer. Kim has been a contact for Buford for quite some time before the war, doing odd jobs for the CIA while serving in the Korean military Description: He appears to be in his mid-40s. Average build. He wears a field uniform. He is a bit more serious that Buford appears to be and tends to take longer to get his jokes, but he will eventually (and honestly) laugh at them. Voice Guide: Kim speaks good English |

The leaders of the NK regime, the people most wanted by the Allies. Also the characters that form the backbone of the story.
Background: • Career diplomat and ambassador who excelled for decades at making North Korea’s hardline policies palatable to Western/European leaders. He is viewed by many as the Korean equivalent of Nelson Mandella. Did not play a huge role in raising his son, but was bitterly disappointed that Song seemed to have acquired a lust for power, but without an accompanying global vision. All of propaganda surrounding Kim during his brief reign suggested his intention of ending NK’s years of isolationist policies… when, in fact, his real goal was to unite Korean peninsula and create new Superpower. Although his agenda was the same as Song’s, Kim’s methods were more subtle, less blunt than his headstrong son. Became privately frustrated by diplomatic process, decided to exploit/sacrifice his son for greater good of North Korea. Description: He appears to be in his mid-60s. Average build. Graying hair. Voice Guide: Kim speaks good English and has a commanding presence. His voice should have a strong, theatrical quality. |

Background: A cross between Commodus Caesar and Sonny Corleone, Song as a young General continued his misguided and futile efforts to win his father’s approval. Description: He appears to be in his mid-30s. A large, athletic build. Voice Guide: Song speaks good English |
