A challenger appears! For reasons unknown, though most suggest depression over the loss of his leg, in the seventh month of the Year of the Yin Fire Ox, Matsudaira Katamori challenged his kinsman Matsudaira Tarou to a duel under the pretext of dishonor. This was a season of duels, and all throughout the island of Ezochi, grave portents and strange-smelling incense filled the air. However, this duel between clansmen, let alone the Vice President of the Republic of Ezo and a prominent politician, was too much for the society to bear, and many were to witness the peculiar events that were to unfold. In front of the Goryōkaku, the very heart of the republic itself, a solemn and fateful duel was to happen on the fourth. Many members of Congress, officials of the cabinets, bakufu retainers, and Aizu clansmen filled the throngs of watchers. From the highest of rank- the child heir of the Tokugawa himself was present, having returned from the Sado front to witness the many duels that were to take place that month- to the lowest- notorious winemonger and gaijin Thomas Crusoe cheekily stood at the front of the crowd, boasting he did not fear Nipponese blood splatter- all segments of Ezo were represented. The referee gave the declaration. As the challenged, Vice President Matsudaira Tarou was eligible to choose the duel weapons. For reasons perfectly understandable and through no fault of his own, the referee understood them to be revolvers, with multiple chambers, commonly misconstrued to be single-shot, but actually possessing many deadly rounds. And so was the duel to unfold. With the referee's prompting, both men drew pistols from a good amount of paces. Despite losing his leg, Matsudaira Katamori stood solidly, his augmentations shining brightly in the noontime sun. Matsudaira Tarou stood stolidly, grimly uncertain at his kinsman's request to fight to the death. Both men fired. Round 1! The Matsudaira Tarou's shot sailed wide- far off in the distance, Jules Brunet was hunting ducks, and the crack of his rifle distracted the vice president's aim. This inopportune distraction caused the one-legged Katamori to fire straight at him, the shot grazing Tarou, but leaving a terrible scar across his cheek in its wake. Amidst this, the child shogun launched one of his famous angry panic attacks, screaming for artillery to be aimed at the Congressional building, despite the duel being almost directly adjacent to such a blastzone. Round 2! Recovering quickly, Matsudaira Tarou fired as Katamori was distracted by the shogun, blowing away the man's false leg. As several doctors at the Shiro Home for the Lost gasped, the intricate machinery flew apart, rendering hundreds of man-hours moot. "Unglaublich!" shouts the German envoy Erwin Balz, who was present for some reason. Katamori is gravely injured, and falls to the ground, blood streaming out, intermingling with the oil and other artificial elements which once sustained his prosthetics. The injured samurai lands on no other than infamous white devil Thomas Crusoe, who pushes off the duelist, a-cussin' and a-shovin' at the inconvenience of having the action delivered right to his doorstep. Katamori fires back, but the shot here is entirely wide. It is here where things are not so clear. Some claim that a sharpshooter was present that day, from a concealed era in the tall weeds overlooking the fight. It has been said the shooter was there at the behest of the shogun himself. Regardless, accounts record an extra shot that was fired at this moment. Indeed, autopsy accounts do record an extra bullet trajectory in one of the duelists. But at this moment, it did not affect further actions. At the same time, the shogun did pelt the fight with a rotten tomato he had been saving up just for such an occasion. It lands squarely in the back of Jules Brunet's full dress uniform, causing him to be quite unhappy, especially since the duck hunt was unsuccessful as well. Round 3! The vice president fires again, almost hitting Katamori's straight through the noggin if not for the fact that Crusoe pushes him, causing him to be hit in the arm instead. The bullet travelled through, cutting a clean hole through the limb. The disgruntled samurai fires back despite the injury, hitting Tarou's kneecap, nearly shattering it, and causing the man to fall to the ground. Round 4! Driven by the pain, both combatants launch a furious volley. The bullets collide in midair, landing neatly on the ground. Final round! With one last ferocious shot, Matsudaira Katamori, head of the Sakoku-ha, champion of Ezo isolationism and Japanese neo-isolationism, explodes his clansman's weapon from out of his hands, destroying the gat with a keen shot. He then utterly collapses from the blood loss, going into shock. This match to the death would else be considered a draw, when the raucous Crusoe kicks at the downed man's head, cussing him out for dirtying his duds. He proceeds to stomp on the injured man's head, not unlike a Roman artisan on a tortoise. In the kerfuffle that ensues, Katamori is injured multiple times either by beatings by the foreigner or other spectators, including the shogun himself. At some point, someone is shot through the heart. Finally, tired of the mess, Matsudaira Tarou crawls to his dying kinsman, cutting his head off as a mercy killing. Honor has been restored. Or has it? Thomas Crusoe, fearing repercussion for disrupting the end of the match, flees from the crowd, but not before the child shogun stabs at him with a ceremonial penknife, drawing blood. Unruffled, the wily white man manages to clamber away, though leaving a conspicuous trail of blood behind him. The mob at this point is quite riled up by the proceedings, and he is lost among the shuffle. Regardless, when the dust dies down, it is clear: Matsudaira Tarou is the victor. Matsudaira Katamori is dead. Matsudaira Sadaaki's position as clan leader continues. Somewhere in the crowd, Jules Brunet is smoking a cigar. Horace Capron So, the feedback I received, though not through official channels, suggested some interest in agricultural investment. To this, I propose the Brave Soldiers, Prosperous Farmer Bill. This bill would take some of the newly cleared lands, and clear more lands with fertile lands within reach of the roads, and assign them to worthy non-Veteran Samurai that served in the current war, or the war eight years ago, or in the case of fallen soldiers, to their next of kin. Except being granted the use of this land, they will also receive free education in modern agricultural techniques, and lease the tools for it at a rate without intrest by the government. This will show the non-Samurai soldiers that they too are rewarded, while turning formerly idle land into a source of national prosperity.

Nagai Naoyuki, Finance Magistrate, Daimyo, Samurai I would also like to suggest that some or possibly all of the funds set for the construction of a Police Academy be invested into the defense of Ezo, while modernizing the police will be an important question at this time I don't know that it is pressing. the Meiji are nipping at us looking for weakness and if we lag behind in developing our defenses we will not be able to stand against them. At this time we do not have any concrete plans to develop our defenses on the table other than the shoguns proposed fort, people have expressed that it may take far too long to build a fort for it to be effective. However I am still inclined to support it if there are no other proposals on the table. In a few hours I will draft my final budget proposal if anyone has any suggestions please contact me.
